Approximately half of the property damage losses reported to nuclear insurance pools have been machinery breakdown losses.  Excluding the cost of the 1979 Three Mile Island accident, machinery breakdown losses represent about 75% of the total value of all losses reported to nuclear insurance pools. The failures of electrical transformers, electrical generators and turbines have been major initiating events in several significant fires, such as at Vandellos (Spain), Salem and Fermi (United States) and Norora (India).

In 1997, American Nuclear Insurers organized a Steering Committee of pool engineers from ANI, Canada, Finland, Germany, Great Britain, Spain, Sweden and Switzerland. The engineers focused on incorporating contemporary machinery testing, maintenance and monitoring techniques into a set of guidelines that could be used by insureds and

insurers alike to evaluate machinery installations and establish loss-prevention programs. While drafting the guidelines, the Steering Committee received valuable comments from insurance company machinery specialists and nuclear plant operators.

With a focus on world-wide insurance losses of high-value and/or high-risk equipment, these guidelines were seen as an efficient way to communicate technical insurance guidelines in the area of machinery breakdown. These guidelines also assist insurance engineers in the performance of thorough and consistent engineering evaluations and inspections at nuclear plants.

In May 2000, ANI published the second International Insurance Guideline, the International Guidelines for Machinery Breakdown Prevention at Nuclear Power Plants
